When empire presents extraction as investment and domination as institution-building, the injured are recast as debtors. This essay names that inversion colonial debt reversal and reframes reparations not as inherited guilt, revenge or charity, but as institutional responsibility and the restoration of damaged human, ecological, cultural, political and economic capacities.
