Daniel Christian Wahl is one of the catalysts of the rising reGeneration and the author of Designing Regenerative Cultures – so far translated into seven languages. He works as a consultant, educator and activist with NGOs, businesses, governments and global change agents. With degrees in biology and holistic science, and a PhD in Design for Human and Planetary Health, his work has influenced the emerging fields of regenerative design and salutogenic design. Winner of the 2021 RSA Bicentenary Medal for applying design in service to society. Awarded a two year Volans-Fellowship in 2022. Born in Germany, he now lives in Mallorca, where he is custodian of a Mediterranean regenerative food forest that serves as a sanctuary and model for sustainable living.

Executive Summary

The regenerative challenge

Contemporary societies increasingly interpret climate disruption, biodiversity decline, public-health insecurity, social fragmentation, technological displacement, and widening inequality through the language of crisis. This language can reveal important interconnections. It can also strengthen an institutional posture in which humanity, government, experts, and designers imagine themselves standing outside damaged systems and delivering technical solutions to passive recipients.

The resulting interventions may achieve important immediate outcomes while overlooking the relationships that produced the condition, the capacities required to sustain the response, the people and places carrying its hidden burdens, and the institutional dependencies it creates.

Daniel Christian Wahl’s regenerative work offers a different orientation. Regeneration is not primarily a product, certification, or standardized intervention. It is a fundamental process through which life continually renews the conditions for further life. Human beings do not stand outside this process. They participate within it.

Regenerative practice therefore asks not only how a problem can be solved, but how ways of dwelling, provisioning, knowing, governing, designing, and learning participate in the production either of living capacity or of disablement.

Wahl’s regenerative contribution

Wahl’s framework contributes several foundational insights. Regeneration is processual rather than a final state; relational rather than atomistic; rooted in the biocultural uniqueness of place; plural rather than reducible to one universal regenerative culture; guided by living questions rather than claims of permanent solution; and oriented toward right relationship among self, community, and wider life.

Bioregioning becomes a verb. It describes a continuing process through which people and institutions learn where they are, what ecological and cultural relationships sustain the place, what has been damaged, and how their institutions might become more responsive to local and wider life.

Wahl’s work also reveals the invisible regenerative economy of care, parenting, community maintenance, cultural transmission, and ecological renewal upon which formal economic production depends.

The present manuscript accepts this regenerative orientation. It argues, however, that several foundations require greater precision when regenerative thought enters public law, political economy, migration, institutional governance, and high-consequence technological or ecological decisions.

Ontological and epistemological foundations

The manuscript first develops an account of life as organized relational continuity. Living beings remain identifiable not because their material components remain unchanged, but because patterns of organization and relationship continue through ongoing exchange and transformation.

This process view does not deny boundaries, individuality, or real entities. Living boundaries organize exchange while preserving identity. Connection without boundary can become intrusion or extraction; boundary without relationship can become isolation and denial of consequence.

Autopoiesis is treated primarily as a biological concept describing the self-production of living cellular organization. Institutional applications remain analogical. A cell cannot deliberate about justice. Persons acting through institutions can choose, interpret, refuse, and be held accountable.

Living systems also respond according to their existing structure and history. Interventions are not simply copied into passive recipients. They may be absorbed, resisted, redirected, or reorganized. This does not eliminate causation or coercion. It means that effective action requires understanding the organized system through which causal influence travels.

Knowing is similarly situated. Scientific, professional, local, Indigenous, historical, and experiential knowledge may all contribute to regenerative judgment, but their forms of warrant and authority differ. Knowing with place does not reject abstraction or general science. It requires generalized knowledge to return to the actual conditions, people, histories, and ecological signals through which its meaning and consequences become visible.

Why regeneration requires an explicit criterion

Relationality alone does not determine justice. A relationship may be stable, adaptive, culturally normalized, and mutually dependent while remaining exploitative or dominating.

Resilience, adaptation, persistence, circularity, and restoration are also normatively incomplete. A harmful institution may be resilient. A community may adapt to conditions that should be changed. A circular economy may continue producing harmful goods or exploitative labour relations. A restoration project may revive a historical state shaped by exclusion or dispossession.

Regenerative identity and intention do not settle the matter either. An institution may sincerely describe itself as regenerative while transferring harm onto workers, communities, other territories, or future generations.

The manuscript therefore proposes life coherence:

An arrangement becomes more life-coherent insofar as it protects, restores, or enlarges the capacities of living beings and communities, together with the enabling conditions upon which those capacities depend, without securing those gains through avoidable disablement elsewhere.

A capacity is a real and supported possibility for life, agency, relationship, participation, and development. It is not identical to an institutional output, an achieved functioning, a preference, or a formal entitlement.

Enabling conditions may be ecological, bodily, material, relational, cultural, legal, institutional, or symbolic.

Life coherence requires recursive examination across persons, households, communities, institutions, territories, supply chains, ecosystems, and future periods. It also recognizes that serious rights violations, critical ecological thresholds, and concentrated irreversible harms cannot be cancelled statistically through unrelated aggregate gains.

Least disablement guides comparison among credible alternatives:

Choose, among legally and ethically permissible options capable of achieving a legitimate and sufficient purpose, the arrangement that minimizes serious avoidable disablement and best preserves the capacities and conditions required for future correction and development.

Life coherence remains a public criterion rather than a doctrine. No government, expert, company, community, or technology provider possesses exclusive authority to define it for everyone else.

Why degeneration persists

Evidence of harm does not automatically create the power to change the arrangements producing it. Degeneration persists through organizational self-maintenance, institutional reproduction, ownership, dependency, accounting boundaries, unequal bargaining power, path dependence, and capture.

Organizations legitimately require continuity. The problem arises when preservation of the organization displaces the constitutive purpose that justifies it.

Institutional reproduction is wider than the conduct of one organization. It includes the persistence of rules, infrastructure, incentives, ownership, professional norms, and distributions of authority.

Formal economic accounts also exclude much of the activity sustaining life. Care, social reproduction, ecological maintenance, public institutions, and commons make formal production possible but are often treated as private, free, natural, or external.

The manuscript therefore reframes the economy as provisioning: the organized processes through which foundational needs are met, capabilities maintained, and the conditions of future provision renewed.

Nested provisioning distributes responsibility across households, communities, municipalities, states, regions, and wider institutions. Its purpose is strategic capability and diversified interdependence, not autarky.

Place, migration, and Indigenous authority

Regeneration is always situated, but place cannot be romanticized as a homogeneous or isolated community. Place is ecological, material, historical, symbolic, institutional, and political.

Belonging is layered and practised. It is not reducible to ancestry, property, citizenship, residence, or subjective identification alone. Place attachment becomes life-coherent when it deepens responsibility without becoming a claim of absolute possession.

The manuscript develops permeable belonging as a form of territorial membership capable of hospitality, participation, change, and differentiated standing without eliminating legitimate boundaries or prior rights.

Migration is treated as part of human and territorial history rather than an external disturbance. Hospitality must be supported through public institutions and distributed according to legal obligation, contribution to displacement, benefit, fiscal capacity, and the location of reception. The manuscript also distinguishes freedom to move from protection against avoidable displacement.

Indigenous knowledge cannot be included responsibly as information detached from peoplehood, land, law, consent, collective authority, and restrictions upon use. The appropriate movement is from inclusion to authority.

Indigenous and local knowledge may overlap, but they are not politically interchangeable. Scientific validation does not grant an institution permission to acquire or use knowledge. Collective authority over knowledge does not make empirical claims immune from examination.

Nested regenerative governance coordinates authority across overlapping places, jurisdictions, and scales. It combines subsidiarity, capability, rights, ecological safeguards, legitimate jurisdiction, and public correction. No scale is inherently regenerative.

Human development and the exosomatic matrix

Regenerative governance depends upon persons capable of inhabiting it. Human beings are embodied and distinguishable subjects whose capacities are formed through care, language, culture, ecological conditions, education, institutions, and technology.

Relational personhood does not erase individuality. It explains the enabling conditions through which agency becomes possible.

Human capacities are also scaffolded externally. Tools, writing, archives, law, institutions, digital systems, and artificial intelligence form an exosomatic matrix through which cognition and collective action are supported and sometimes functionally extended.

Scaffolding and functional extension do not establish consciousness or independent moral responsibility. Within the institutional questions addressed by the manuscript, accountability remains with the persons and organizations that design, authorize, procure, deploy, and govern technological systems.

Education reproduces a world through curriculum, assessment, discipline, routine, institutional relationships, and assumptions about knowledge and authority. Life-coherent education should cultivate the capacity to investigate and contest regenerative claims rather than require assent to a predetermined doctrine.

Operationalization

The Life-Coherent Regeneration Compass translates the normative criterion into seven domains:

  1. clarify purpose and affected life;
  2. examine capacities and enabling conditions;
  3. reveal benefit, burden, risk, power, and authority;
  4. widen the frame across place, scale, system, and time;
  5. compare sufficient and less-disabling alternatives;
  6. establish legitimate knowledge, authority, and participation;
  7. build in correction, learning, repair, and appropriate reversibility.

The Compass structures inquiry and justification. It does not confer legal authority or produce one mandatory answer.

The manuscript also defines a regenerative indicator:

A regenerative indicator is a deliberately selected and publicly interpretable signal used to examine whether life capacities, their enabling conditions, and the distribution of benefit and burden are moving toward or away from greater coherence, and whether further inquiry, protection, correction, or repair is required.

Indicators are organized through an indicator ecology consisting of six complementary families: enabling-condition indicators; capacity indicators; distribution and life-cost indicators; cross-scale, temporal, and externalization indicators; governance, authority, and participation indicators; and regenerative-dynamics and corrective-capacity indicators.

No composite score may statistically offset a serious rights violation, critical ecological threshold, or concentrated irreversible harm.

Islands as a revealing application

Island contexts make relationships among provisioning, ecological limits, external dependency, institutional proximity, migration, and regional cooperation particularly visible.

The manuscript defines island strategic autonomy as:

The practical capacity to secure foundational needs, maintain essential systems, and retain meaningful alternatives through an appropriate combination of local capability, regional pooling, reserves, repair, and diversified external relationships.

Island strategic autonomy is not autarky. It is assessed function by function and asks where dependence becomes concentrated, fragile, ungovernable, or disabling.

Islands may serve as living laboratories only in the limited sense that the people and institutions of the territory can sometimes observe and govern relationships with unusual visibility. The term provides no permission for external experimentation.

Institutional and policy implications

The manuscript establishes ten principles for regenerative institutional design:

  1. Design institutions as organized relationships, not as output-producing machinery alone.
  2. Keep institutional continuity subordinate to a publicly answerable constitutive purpose.
  3. Bind life-serving mandates to enforceable rights and ecological safeguards.
  4. Allocate authority in relation to consequence, competence, rights, jurisdiction, and legitimate standing.
  5. Match institutional scale and coordination to the relationships being governed.
  6. Align ownership, control, benefit, risk, maintenance, and surplus with long-term life-serving purpose.
  7. Preserve capability through appropriate redundancy, diversity, reserves, repair, institutional memory, and care.
  8. Use participation to build shared authorship, practical capability, and meaningful authority.
  9. Build evidence, anti-capture safeguards, challenge, correction, and repair into the exercise of power.
  10. Treat institutional design as continuing, publicly answerable constitutional work rather than a finished structure.

It also proposes ten policy directions concerning common safeguards, alignment of public resources, foundational provisioning, care capacity, finance, ownership, bioregional and regional capability, participation, evidence and data governance, and transition.

Transition is organized through four concurrent tasks: protection, redirection, construction, and learning.

The research agenda contains eight programmes: normative; ecological and threshold; governance and legal; political-economic; evaluative; technological; territorial and multiscalar; and research-governance.

Final orientation

The manuscript moves beyond the image of humanity as external steward or manager. Human beings and institutions are reflexive participants in life’s regeneration. They are constituted through many of the systems they affect, yet possess unevenly distributed capacities to examine, represent, and alter some of those relationships.

Reflexivity creates responsibility proportionate to power, benefit, knowledge, contribution to risk, and capacity to act.

The manuscript does not offer one final blueprint. It offers a criterion, an inquiry architecture, institutional principles, and public safeguards through which plural arrangements can remain answerable to the lives and conditions they affect.

Its final question is:

Does this way of dwelling, provisioning, knowing, governing, or designing protect, restore, or enlarge the capacities of living beings and communities, together with the enabling conditions upon which those capacities depend, without securing those gains through avoidable disablement elsewhere?
